U.S. single-family home prices rose in May, the biggest annual jump since 2006, a closely watched survey showed on Tuesday.

The S&P/Case Shiller composite index of 20 metropolitan areas gained 1 percent on a seasonally adjusted basis, shy of economists' forecast for a 1.5 percent increase. That marked a slower pace from April's 1.7 percent rise.

On a non-adjusted basis, prices rose 2.4 percent.

Compared to May 2012, prices also fell short of expectations, rising 12.2 percent from a year earlier. Still, it was the biggest annual gain since March 2006, matching a record set in April.

The report was unlikely to alter economists' views that the housing sector continues to recover, making it a bright spot for the economy.

"The cities that bubbled in the past are bubbling again," Robert Shiller, economist and co-founder of the S&P/Case-Shiller Home Price Index, told "Squawk on the Street" on Tuesday.

"To me, it seems to be at least partly psychological. They've seen it before and they're ready for it again ? It seems like California has historically been the most bubbly state in the country and it continues."

Shiller said that the new factor emerging in the numbers is the effect of institutional investors on home prices. "They've learned about momentum and they're saying 'hey, this is it.' The housing market is showing a lot of upward momentum. And you know, I think they're probably right, at least for the short term."

"For a flipper who can get out in about a year, it seems to be a fairly safe bet," he added.

All 20 cities rose on a yearly basis, led by a 24.5 percent surge in San Francisco.

MF Global sues banks for restricting competition in CDS

NEW YORK (Reuters) - MF Global has sued 12 large banks, accusing them of restricting competition in the $25 trillion credit default swap market, the latest in a string of lawsuits alleging that banks impeded new entrants by blocking exchange trading of the contracts.

The case, filed on Monday in the U.S. District Court in the Northern District of Illinois, follows similar suits filed by an Ohio-based pension fund, the Sheet Metal Workers Local 33 Cleveland District Pension Plan, and by a group of Danish pension funds in the same court.

An additional plaintiff, the Value Recovery Fund, has filed a similar lawsuit in the Southern District of New York.

The companies allege that dealers used their ownership and controls over clearing, data and other entities crucial to the market to block an independent clearinghouse from offering exchange trading, to deny market participants real-time price information and to stop new participants from entering the market.

As a result of the bank actions, the companies allege that they paid artificially high trading costs to buy and sell the credit default swaps, contracts that are used to protect against losses if a borrower defaults or to speculate on a company or country's credit quality.

Markit, the main CDS price provider and owner of the benchmark CDS indexes, and trade group the International Swaps and Derivatives Association (ISDA), which owns documentation and other licenses, are also named in the suit.

The 12 banks named in the complaint are Bank of America Corp , Barclays , BNP Paribas , Citigroup Inc , Credit Suisse , Deutsche Bank , Goldman Sachs Group Inc , HSBC , JPMorgan Chase & Co , Morgan Stanley , The Royal Bank of Scotland and UBS .

Markit, ISDA and all banks named in the suit either declined comment or did not immediately respond for comment.

Google Glass and talking dogs? The dream of every kid coming true

Dogs can understand some sophisticated commands. But until now, they?ve never been able to talk back, save for a bark or growl.

Researchers at the Georgia Institute of Technology are working on a device that dogs can wear that will allow them to ?talk? with the help of other devices like Google Glass, Fast Company reports.

The research is not for novelty?s sake, but is focused on working dogs, like bomb sniffers and rescue K9s. How does the device work? Fast Company reports that the dogs wear vests that have sensors. Each sensor has unique info and is triggered when tugged by the dog?s mouth. The vest can then interact with a human wearing Google Glass.

?A bomb sniffing dog could tell you what kind of bomb you have,? lead researcher Melody Jackson tells Fast Company. ?A search-and-rescue dog could pull something on their vest and have it geolocate and tell you exactly where that person is.?

Japan's PM may rethink tax hike; could shake markets, unsettle support

TOKYO (Reuters) - Japan's most significant fiscal reform in years - a planned increase in the country's sales tax - could be delayed or watered down in a move that might rattle financial markets and amount to an own goal for the prime minister.

Despite holding the strongest political mandate of any prime minister in years, there are signs Shinzo Abe is seriously rethinking the plan out of concern it could derail a nascent economic recovery he has crafted with an aggressive policy mix, dubbed Abenomics.

Abe says he will decide in the autumn whether to proceed with the first part of the two-stage plan after gauging the state of the economic recovery, especially GDP data that is due on Sept 9. The tax, similar to general sales tax and value added tax in other countries, is due to rise to 8 percent in April 2014 and then 10 percent in 2015.

Abe does not want to raise the tax, given the likely economic and political repercussions, but he understands the risks of upsetting the markets by giving the appearance of backtracking on promised reform, said a person involved in crafting economic policies. At 5 percent, Japan and Canada have the lowest equivalent consumption taxes in the Organisation for Economic Co-operation and Development, OECD data shows.

The stakes in Japan are high. The tax hike was passed into law last year with the support of Abe's current coalition parties and the previous government and is meant to be the first step toward repairing Japan's tattered finances. However, the law also requires the government to judge the economic conditions before giving the final go ahead.

Reneging on fiscal reform could hit investor confidence, which has allowed Tokyo to borrow money cheaply even though its $5 trillion public debt, well over twice the nation's annual economic output, is the heaviest burden in the industrial world.

At the same time, Abe has stressed that his top priority is to rouse Japan from 15 years of deflation and tepid growth through his Abenomics programme of heavy government spending, massive monetary easing and promises of a longer-term growth strategy.

Abe himself admitted the thorny dilemma just hours after scoring a landslide win in upper house elections on July 21 that gave his ruling bloc a clear parliamentary majority.

"It will be a difficult decision," he said of the looming tax choice.

"The economy is just starting to recover and now is the best chance for Japan to emerge from deflation," Abe said. "I don't want to lose this chance. At the same time, markets are watching (our progress) on Japan's fiscal reform."

Despite his electoral triumph, Abe's team is split.

A small number of vocal reflationists, such as cabinet office adviser Koichi Hamada, say Abe should prioritise recovery and go-slow on raising the tax. Pitted against them, the Finance Ministry says it is vital for Japan to show markets and trading partners that it is serious about putting its fiscal house in order.

Japanese media reported on Saturday that Abe had instructed his government to study the impact on the economy and prices of four tax-hike options, including sticking with the existing plan, raising the rate 1 percentage point a year for five years and delaying the hike entirely.

Abe, speaking at a news conference on a visit to Manila, said: "I haven't yet issued any instructions to come up with several proposals."

Government officials also say they haven't received any formal orders to draw up fresh scenarios, although an advisory panel to the premier had already been mandated to study the impact of the current plan on the economy and prices.

Public opinion may play to the advantage of the reflationists.

A survey of 902 people in the Nikkei business daily, conducted just after the election, found only 11 percent supporting the existing plan, compared with 58 percent who favour "flexibility" in the timing or scale of the increase and 27 percent who oppose raising the tax at all.

History too provides a cautionary tale for Abe, who got a rare second chance at running the government in December.

Noboru Takeshita, the premier who forced the first sales tax through parliament in 1988, and Ryutaro Hashimoto, who raised it to 5 percent from 3 percent in 1997, were driven from office as their public support collapsed - although other problems also plagued both men. The decision to double the tax contributed to the defeat of Abe's predecessor, Yoshihiko Noda.

Adviser Hamada, a 77-year-old emeritus professor at Yale University and a key member of Abe's brain trust, told Reuters on July 23 that Japan needed much more evidence of a sturdy recovery before raising the tax.

The economy, which grew at an annualised rate of 4.1 percent in the first quarter - the fastest among Group of Seven industrial powers - needs to maintain similar growth for two more quarters before enduring a tax hike, Hamada said.

BOND TRADERS WATCHING

He set the bar higher still, saying he is pushing Abe to wait not only until growth picks up but until employment improves, ensuring a firmer footing for the recovery.

The government should wait until unemployment falls to 3 percent from around 4 percent now and job seekers outnumber job offers "in all regions" of the country, Hamada said.

Although the latest data shows there were 90 seekers for each 100 job offers in May nationally, only four of Japan's 10 regions have more labour demand than supply.

It is unclear how much influence Hamada has on fiscal policy, but the views of the reflationists might "have significant influence on Abe's thinking on this subject," said former Bank of Japan deputy governor Kazumasa Iwata, head of the prominent think tank, the Japan Centre for Economic Research.

Some government officials are keen to start fiscal reform, privately worried that changing the tax plan would endanger Japan's promise to halve its budget deficit - excluding debt-financing - from fiscal 2010 levels by fiscal 2015 and balance the budget five years later.

They say raising the tax in incremental steps each year could be too easily derailed, since the politically sensitive hikes would have to be approved for five years in a row - with national elections scheduled in three years.

Finance Minister Taro Aso has strongly insisted on sticking with the tax-hike plan, saying it is an international promise. Still, Aso signalled last week he is willing to soften the economic blow by offering another dollop of fiscal stimulus.

The Japanese government-bond market, which lets Abe's government borrow 10-year money for less than 0.8 percent, would be hit hard if Abe changes the sales-tax plan, said Tadashi Matsukawa, head of Japan fixed income at PineBridge Investments.

"The whole of Abenomics would basically crash under that scenario," he said, adding he thinks it unlikely Abe will change the plan.

Iwata, the former BOJ deputy governor, told Reuters that if Abe postponed the agreed tax hike, that would endanger the rest of the fiscal-reform schedule.

"If Japan can't raise the tax rate even when the economy is in good shape, that may lead to market distrust over Abe's governance," Iwata said.

Campbell Hill Fire Department Runs Off Community Support

CAMPBELL HILL -- Many rural communities in our region depend on fundraising to persevere. In a Jackson County, one village's fire department has been self-funded for decades.

The Campbell Hill Picnic and Homecoming is hosting its annual fundraising event that has gone on for more than 50 years.

Picnic Chairman Charlie Hooks says all the money raised over the weekend is split between the American Legion and the volunteer fire department.

"Fundraising for the fire department and what they do and for equipment, and everything the legion does for the veterans and so forth and the schools," he says.

Unlike many fire departments, Campbell Hill is not run by the village, it's supported by the community.

"We get fire dues from each household. It's $30 a year," says Campbell Hill firefighter Dustin Vanover. "And then we have our picnics and fish fry and chicken fry."

Vanover says the department relies solely on fire dues, state grants, and fundraisers like this.

"It's our biggest fundraiser," he explains. "It helps us pay for our worker's comp, our insurance on our trucks, equipment, helps pay to keep everything modernized, so we can help somebody the best we can when we need to be."

Organizers say families come from all over to enjoy what the weekend has to offer. The three-day event is expected to generate thousands of dollars, while bringing Campbell Hill and it's surrounding communities together.

"Everything goes back to the community, but it takes the community to make this work," insisted Hooks.

Vanover adds, "Just something for all the firemen to get together and have a good time, you know? Most of the time it ain't good when we go somewhere, so we want to be able to get together and laugh and have a good time."

The festivities continue Sunday with a parade at 2 p.m., followed by a variety show and dance in the evening.

College student participates in a 4,000-mile bike ride to raise hope for the disabled

While other recent college graduates are interning, starting new jobs or enjoying a vacation, Tony Higgins had a different idea for how to spend his summer.

Higgins is part of a group raising money and awareness for people with disabilities through a 4,000-mile bicycle ride across America.

The Moore native graduated from Winthrop University in Rock Hill earlier this summer. He's one of two South Carolina students who will be among the 22 cyclists when the Journey of Hope stops in Spartanburg on Thursday. The other is Coastal Carolina student Luke Maslow.

The Journey of Hope is a program of Push America, the national philanthropic arm of the Pi Kappa Phi fraternity.

This year's trek will raise more than $500,000 on behalf of people with disabilities, officials with Push America said.

Higgins, who graduated from Oakbrook Preparatory School and began his collegiate career at Spartanburg Methodist College, said he was excited to be coming home as part of the trek.

"I'm really excited," he said during a call from Birmingham, Ala. "I hope to see friends and family."

The cyclists, who are averaging 75 miles a day during the ride, will visit the Charles Lea Center at 12:30 p.m. Thursday. Afterward, the team will have dinner and then play baseball at 6:30 p.m. with members of the Carolina Miracle League, a charitable organization that provides children with mental and physical challenges a chance to play baseball.

Higgins is part of Journey of Hope South, which began its trek in Long Beach, Calif., on June 12. Two other routes will meet up with the southern contingent on Aug. 10 in Washington, officials said.

On the way, Higgins said he's ridden through Death Valley, over the Continental Divide and up 9,000 feet to the top of Salt River Canyon in Arizona.

"Looking down on the river and seeing this huge canyon we just climbed out of, it was awesome," Higgins said. "I just felt so small."

But the most rewarding part of the trip hasn't been the sightseeing. Higgins said that comes when the group visits local organizations working with the disabled and spending the night with host families.

He fondly recalled a trouncing the cyclists received at the hands of a wheelchair basketball team in Dallas and said that, despite the 48-2 loss, he had fun.

With a degree in sports management and plans to start classes at West Virginia University just six days after completing the trek, Higgins said he ultimately hopes to work in collegiate athletics and help spread adaptive sports such as wheelchair basketball to more areas.

Higgins has raised more than $5,000 through donations from family and friends. He said no Winthrop student had ever finished the Journey of Hope. That fact and the program's mission drew him to participate. He trained for more than a year and a half for the trek.

"It was kind of the right time in my life," he said. "I've seen the passion, I've heard the stories. It's something I've wanted to do."

Fox says Parkinson's won't be focus of NBC comedy

BEVERLY HILLS, Calif. (AP) ? Michael J. Fox says Parkinson's disease will not be a major storyline of his upcoming NBC comedy.

On "The Michael J. Fox Show," the actor plays Mike Henry, a former local NBC newscaster with Parkinson's, who left the business to spend more time with his family. The series begins when he decides to return to work now that his kids are older.

At Saturday's Television Critics Association summer press tour, Fox said he didn't think about how others with Parkinson's would react to the show because he doesn't "vet creative instinct."

"I just go with it," he said. "I feel that this is the reflection of my experience and certainly in the pilot it was more prevalent than it is in subsequent scripts. The way I look at life and the reality of Parkinson's, sometimes it's frustrating and sometimes it's funny. I need to look at it that way and other people need to look at it that way. Beyond that we all got our own bag of hammers...I think people will look at that and say, 'Yeah, I need to laugh at my own stuff, too.'"

The premise of the show does have similarities to Fox's real-life story. The actor left "Spin City" in 2000 as he tried different treatments and medications to treat Parkinson's. He also used the opportunity to spend quality time with his four kids during their formative years.

"There's kind of a scrutiny of their stuff that won't exist if I'm being occupied by something else," joked Fox of the distraction of a full-time job.

Fox believes the viewers, however, will not be distracted by his character having Parkinson's on his new series.

"Parkinson's itself there's nothing horrifying to me. It's not horrible. I don't think it's gothic nastiness. There's nothing on the surface horrible about someone with shaking hands."

Since leaving "Spin City," Fox has had recurring roles on shows like "Rescue Me" and "The Good Wife." Those guest spots gave him the itch to do more.

"It really brought me to a place of, 'This is what I do,'" he said. "This is what I was built and programmed to do, and so I wanted to do it. It's what I've loved to do...I thought, 'Why can't I? There's no reason not to do it.'"

Because Fox plays a local NBC newscaster, the show will tap real people to do guest appearances that make the story more believable. Matt Lauer and Savannah Guthrie are in the pilot. New Jersey governor Chris Christie will appear in an episode as himself.

"A fictional television network didn't give us 22 episodes," Will Gluck, executive producer, said jokingly on why they decided to make Fox's Mike Henry work for NBC.

The Michael J. Fox Show" premieres Sept. 26 at 9 p.m. EST/PST.

iPad Web traffic share hits 84 percent, says ad network | Apple - CNET News

Apple's iPad continues to surpass the competition in Web traffic.

Among all tablets in the U.S. and Canada, the iPad scooped up an 84.3 percent chunk of online trafficduring June in the U.S. and Canada, Chitika reported on Tuesday. That percentage is based on the number of ad impressions seen by the advertising and Web analytics firm from June 15 to 21. That data is extrapolated to provide an estimate for the entire month.

The iPad's share represented a two percentage point gain from May and marked its highest number since the start of the year.

Most other tablets saw a decline in ad impressions from May, with the exception of Barnes & Noble's Nook, which saw its traffic grow by 37 percent. The bump in Web traffic was likely fueled by consumer demand for the Nook following B&N's extended Father's Day promotion.

Amazon's Kindle Fire took second place with a 5.9 percent share, followed by the Samsung Galaxy Tab with 4.2 percent, and the Nook with 1.2 percent.

Chitika's data incorporates around 300 million ad impressions in the U.S. and Canada and are measured by page views instead of unique visitors, according to the company. But the number of impressions can vary depending on the data being measured and the length of the study.

Healthcare Crowdfunding Platform Watsi Grabs $1.2M From Tencent, Paul Graham, Vinod Khosla, Ron Conway And More

Had he been issuing a report card, the Tech World would have gotten an “F,” with an extra side of “shame.” His frustration seemed to emanate principally from the fact that “Big Ideas” are few and far between in the industry today. Rather than aiming high, he intoned, entrepreneurs seem content to reach for low-hanging fruit despite the diminishing returns inherent to that approach. While Big Ideas may not be at all-time high, today’s news brings some assurance that they are still alive and well in the tech industry — and that there’s even capital to support them, for-profit or not. Watsi, a Y Combinator-backed healthcare crowdfunding platform, is tackling one of the biggest: That more than one billion people can’t afford (or don’t have access to) adequate medical services. Even Chamath would likely agree with that. Today, the non-profit crowdfunding platform announced that it has raised $1.2 million in what is its first round of financing, or “philanthropic seed round,” as the startup is calling it. Granted, if Watsi is setting its sites high, than $1.1 million will only be a drop in the bucket compared to the capital and resources it will need if it truly hopes to make a difference at scale. A good start, to be sure, especially when considering the impressive roster of names contributing to its first financing, which includes institutional investors, like China’s largest Internet services portal, Tencent, Y Combinator partners — including personal investments from founder Paul Graham and YC Partner Geoff Ralston — along with the “godfather of angel investing” and owner of the most pristine coiffure in the Valley, Ron Conway, Sun Microsystems and Khosla Ventures co-founder, Vinod Khosla, venture philanthropy fund (and Kiva investor), The Draper Richards Kaplan Foundation and Flixter founder and Rotten Tomatoes CEO, Joe Greenstein — to name a few. California court rejects bid to halt gay marriages in state

California?s highest court refused Tuesday to block the state from sanctioning same-sex marriages while it considers a petition arguing that a voter-approved gay marriage ban remains valid in all but two counties.

Without comment, the California Supreme Court rejected a request from the elected government official in charge of issuing marriage licenses in San Diego County for an order halting gay marriages, which resumed in the state last month for the first time since the ban passed in November 2008.

County clerk Ernest Dronenburg Jr. sought the stay on Friday. He also asked the seven-member court to consider his legal argument that same-sex marriages still are illegal in most of California, despite a U.S. Supreme Court decision widely regarded as having authorized them and the state attorney general?s assertion that clerks throughout the state must issue licenses to gay couples.

The U.S. Supreme Court cleared the way for same-sex marriages to return to the nation?s most populous state last month when it ruled that the sponsors of Proposition 8 lacked authority to appeal a federal trial judge?s decision that the ban violated the constitutional rights of gay and lesbian Californians.

Dronenburg claims that the trial court?s companion directive ordering the governor, attorney general and state public health director to cease enforcing Proposition 8 applies only to the two couples who sued to overturn the ban, and to the clerks in Alameda and Los Angeles counties, where the couples applied for marriage licenses.

Dronenburg, a Republican who was elected as San Diego County?s assessor-recorder-clerk in 2010 and who has been known chiefly for his views on tax issues, also argues that county clerks aren?t bound by orders from the governor, the state attorney general and the state officials who oversee marriage records.

He is being represented by Rancho Santa Fe lawyer Charles LiMandri, who donated $10,000 and loaned another $27,000 to the campaigns to qualify and pass Proposition 8, according to state campaign finance records.

The state high court has asked for more written arguments on those issues by Aug. 8.

The court last week rejected a similar request for a temporary hold on same-sex marriages from the sponsors of Proposition 8, who have made arguments similar to Dronenburg?s about the scope of the trial court?s injunction. Lawyers for Proposition 8?s backers also have argued that because the U.S. Supreme Court did not rule directly on the measure?s constitutionality, state officials are bound by state law to enforce it.

The California Supreme Court must decide if it will take up their case and has asked for additional written arguments by Aug. 1. So far, clerks in 24 counties have submitted briefs arguing that it makes sense for their actions with regard to issuing marriage licenses to be guided by state officials so marriage laws are the same statewide.

Windows 9 on USB Flash Drive or still DVD?

It seems it's about time for anything on DVD to be released on USB flash drive at least as an alternative or exclusively. So many machines come without optical drives now. Do you think Microsoft will release Windows 9 on a USB flash drive? The cost to manufacture 4GB flash drive in volume has to be less than $1. They could make it read only too so the files couldn't be overwritten. It wouldn't have to be super fast flash RAM either. Anything would be faster than DVD anyhow. And would you be willing to pay a few bucks extra for it? Eh, sorry, the poll should read "Flash Drive over DVD" and not "Flash Drive over USB"... I put request in for mods to fix. Thanks. ...

Japan's Abe may show true colors

Japanese Prime Minister Shinzo Abe's ruling coalition scored a decisive victory in an election on Sunday?so big that there are suspicions he will lose interest in difficult economic reforms and pursue his nationalist agenda instead.

The victory in the vote for parliament's upper house gives Abe a stronger mandate for his prescription for reviving the stagnant economy. Ironically perhaps, it could also give lawmakers in his own party, some of whom have little appetite for painful but vital reforms, more clout to resist change.

Public broadcaster NHK said early on Monday that Abe's Liberal Democratic Party (LDP) and its partner, the New Komeito party, had won at least 74 of the 121 seats up for grabs in the 242-seat upper house.

With the coalition's uncontested 59 seats, that ensures it a comfortable majority, tightening Abe's grip on power and raising the chances of a long-term Japanese leader for the first time since the reformist Junichiro Koizumi's rare five-year term ended in 2006.

It also ends a parliamentary deadlock that began in 2007 when Abe, then in his first term as premier, led the LDP to a humiliating upper house defeat that forced him to resign two months later. But the LDP fell short of a majority on its own on Sunday.

Abe, who returned to power after his coalition's big win in a December lower house poll, repeated on Sunday that he would focus on fixing the world's third-biggest economy with his "Abenomics" mix of hyper-easy monetary policy, fiscal spending and a growth strategy including reforms such as deregulation.

"We've argued that our economic policies aren't mistaken, and the public gave us their support. People now want to feel the benefits. The economy indeed is improving," a weary but confident-sounding Abe said at LDP headquarters late on Sunday after his ruling coalition's victory was assured.

"We'd like to do our best to generate a positive cycle?in which job conditions improve and wages rise, boosting personal consumption and prompting companies to invest more ?as soon as possible," he added.

But some, including Japanese businesses with a big stake in the matter, worry the hawkish leader will shift to focus on the conservative agenda that has long been central to his ideology.

That agenda includes revising the post-war pacifist constitution, strengthening Japan's defense posture and recasting Tokyo's wartime history with a less apologetic tone.

For now, many experts suggest, Abe is unlikely to turn his back on economic matters as he tries to beef up his so-far disappointing economic reform plans. He also confronts a decision on whether to go ahead with raising the 5 percent sales tax to 8 percent next April, part of a planned doubling by October 2015 aimed at reining in Japan's massive public debt.

"My understanding is that Abe-san has three faces: Abe as right-wing, Abe as a pragmatist, Abe as the economic reformer," said Shinichi Kitaoka, president of the International University of Japan. "He has been showing the third face so far and will try to do the same after the election."

Despite the hefty win, the strength of Abe's mandate was diluted by low voter turnout. Media said turnout was well below the 57.92 percent seen in the last upper house poll in 2010. That could keep up pressure to stay focused on the economy.

Still, Abe is moving toward security policy changes that mark a big shift in a country that has prided itself on pacifist ideals even as it built up a military bigger than Britain's.

Defense policies and history

Among those changes are an expected reinterpretation of the constitution to end a self-imposed ban on exercising the right of collective self-defense, or aiding an ally under attack, such as if an unpredictable North Korea launched a missile attack on security ally the United States.

Another is a review of defense policies that includes a consideration of acquiring the capability to attack enemy bases when an attack is imminent and no other options exist, and creation of a Marines division to protect remote islands such as those at the core of a heated territorial row with China.

One clue to how Abe intends to proceed on the touchy topic of wartime history will be whether he visits Yasukuni Shrine for war dead, where Japanese leaders convicted as war criminals by an Allied tribunal are also honored, on the emotive August 15 anniversary of Japan's defeat in World War Two.

A pilgrimage to the shrine would outrage China, where bitter memories of Japan's past militarism run deep, and upset security ally Washington, which fears a further fraying of Tokyo's already fraught relations with its neighbors.

"The first Abe really wishes to go (to Yasukuni on August 15) but I guess he will refrain from that," Kitaoka said.

But he added: "Mr. Abe is somewhat unpredictable."

Abe moved quickly to improve ties with China and South Korea at the start of his first 2006-2007 term but it is unclear whether he will repeat that success in his second. He has taken a tough stance toward Beijing in particular this time.

Ties with China and Japan have been seriously strained by territorial rows and feuds over wartime history. Concerns are simmering about the risk of an unintended clash near disputed isles in the East China Sea where Japanese and Chinese vessels have been playing a cat-and-mouse game for months.

"In that environment, something could go wrong," said Michael Green, Japan Chair at the Washington-based Center for Strategic and International Studies. "That's the Black Swan."

Abe is also unlikely to abandon his long-term goal of revising the 1947 constitution, drafted by U.S. Occupation forces after Japan's defeat and never altered once since.

Conservatives see the constitution as not only restricting Japan's right to defend itself but responsible for eroding traditional mores such as duty to the state.

Abe said on Sunday that more debate was needed to win public understanding on constitutional reform. "I would like to deepen proper debate in a calm and stable situation," he said.

The LDP and smaller parties that also favor revising the constitution failed to obtain a two-thirds majority in the upper house. They have this in the lower chamber, but two-thirds approval of both houses is required before a revision can be taken to a public referendum?a requirement Abe has said should be eased.

Coalition partner New Komeito is cautious about changing the charter's signature war-renouncing Article 9 which, if taken literally, bans maintenance of armed forces.

Sunday's election also left many wondering about the future of a competitive two-party democracy in Japan. The opposition Democratic Party of Japan, which surged to power in 2009 only to be ousted last year, suffered its worst drubbing since its founding in 1998.

Male personnel no longer have jobs at Indian airline

Mumbai-based GoAir has told male stewards they will be dropped in favour of female attendants.

The company said it took the decision in order to cut costs and boost fuel efficiency.

GoAir has claimed the resultant weight discrepancy between male and female personnel will allow it to reduce the overall weight aboard their aircraft.

Female-only flight attendants weigh about 20 kilograms lighter on average than their heavier male counterparts.

The low-cost airline has calculated the move will help them save up to US$500,000 a year on fuel costs.

Male staff have complained the move is a violation of the right to equal opportunity in matters of employment.

Some discrimination experts have said women have for decades dominated the profession due to their physical attributes and attractiveness.

But when it came to the topic of of her marriage, Washington remained tightlipped.?

"I don't talk about my personal life in the press, but I will say I'm really happy," she says. "I'm blessed in all areas of my life," she told the magazine.?

This mirrors earlier statements she's made about the wedding. When congratulated by Entertainment Weekly on the nuptials, she offered a more curt reply.?

"I thank you for your congratulations, and that is where that conversation will end."

The happy couple were married in a June ceremony in Idaho.?

Nnamdi signed with the San Francisco 49ers in April. Previous to joining the team, he spent eight seasons with the Oakland Raiders?and then two more with the Philadelphia Eagles.

Local Nudists Will Taint And/Or Titillate Your Saturday With Naked Parade

Although a judge has already told San Francisco's nudists that being naked is not protected free speech, a group of the usual suspects plans to strip down for freedom again tomorrow. After hanging out on the steps of City Hall starting around noon on Saturday, the group plans to lead their bodies, themselves around on a fleshy "body freedom parade."

There's no word yet on the planned parade route, presumably because now-notorious activists like Mitch Hightower, George Davis, Rusty Mills and Gypsy Taub feel like they are being targeted by some selective enforcement of Scott Wiener's nudity ban. Since tomorrow's parade is not one of the city's officially sanctioned naked times, each protestor stands to rack up a $100 fine, more if they've been cited for nudity in the past as several of them have. At this point the group has stopped protesting the nudity ban itself, but the fact they get arrested so much.

Anyhow, if you're out and about around Civic Center on Saturday afternoon, expect to ignore even more naked people than.
