Steve Majors: Safe Schools for Our Kids

This is not what I envisioned.

I was sure that one day, years from now, when my two daughters were teenagers, they would face some sort of harassment in school because they have gay dads. In my daydream, they would stand up on the cafeteria tables and belt out some incredible song about diversity, inclusiveness and love. The entire school would join in at the chorus. After the closing line, the bullies would come up and give my daughters a hug. OK, so maybe that was just an episode of Glee, but a dad can dream, right?

Instead of what I envisioned, my now-7-year-old daughter came home last week -- the second week of school -- and asked me, "Poppy, what's a sissy?"

For a second I choked. "Well, honey, in what context did you hear that word?" Blank stare.

As it turns out, she heard the word in a story that fortunately did have a happy ending, with the bullies calling the book's character "super" instead of "sissy" by the end of the story.

But it did open up the dreaded conversation about bullying a lot earlier than I had hoped. So we talked about words that hurt people because of the color of their skin, who they pray to and, yes, who their parents or friends are.

I thought my kids were ready for school. They were armed with ready answers about why they had two dads, what adoption means and why families come in all sorts of colors.

But I was wrong. They were not ready. Perhaps more accurately, I was not ready. I should have been.

After all, I knew that a 2008 study showed that 42 percent of kids with LGBT parents reported being bullied or harassed at school. I also was aware that my own organization, the Family Equality Council, recently prepared a back-to-school tool kit for parents concerned about safe schools.

But unfortunately, I was living in a dream world where I thought I had time to prepare. Not anymore.

And so, I encourage everyone to follow these eight great tips:

  1. Ask Questions: Ask the principal and your child's teacher if they are aware of other LGBT families at the school currently or in the past. Ask how school staff deal with comments like "that's so gay" or other anti-LGBT slurs. Ask whether the staff has received training on how to support students with LGBT families. Ask the school librarian if the library contains books that include LGBT families. Find out who is on the school board, PTA and other influential groups at school, and research their records regarding inclusiveness.
  2. Be Out: Be as out as you feel you safely can be in your community. Meet with your principal and teacher to introduce your family. Introduce yourselves to other families at school. Let your child's teacher know what language you use to describe your family relationships (e.g., Daddy/Papa, Eva has two moms). Be a guest speaker in your child's class, at a staff meeting or at a PTA meeting.
  3. Get Involved: Parents can have a huge influence in their school communities when they get involved. Volunteer in your child's classroom, or help out in the school. Take on a leadership role: join the PTA, site council, diversity committee or curriculum review committee. Make your voice heard: express your thanks when the school or district takes steps to be LGBT-inclusive, and vocally oppose any anti-LGBT policies or actions. Speak up at a school board meeting, or email board members and district administrators about issues that impact your family.
  4. Check Policies: Take a look at your school or district's policies addressing discrimination, harassment and bullying to see if they include sexual orientation and gender identity/expression. If they don't, work with administrators, teachers and other parents to change them.
  5. Fix Forms: If your school forms say "mother/father" rather than "parent/guardian," ask if they could be updated to include all families.
  6. Provide Resources: Suggest specific, concrete ways the school could change to be more supportive of your family. Offer suggestions for age-appropriate books, videos, curriculum and other materials that include LGBT families. Donate some of these resources if you can. Offer suggestions for how to deal with potentially sticky situations like Father's Day, Mother's Day, family-tree assignments or how to respond when other parents have questions about your family. Let your principal and teacher know about LGBT-related staff development opportunities, such as local trainers or conferences.
  7. Build Community: Organize a get-together with the parents/guardians of other children in your child's classroom. If there are other LGBT families at your school, organize an LGBT and Ally potluck at school. Start an LGBT school advocacy group in your district or region. There is great strength in numbers and in diverse voices advocating for fairness.
  8. Expect More! Whether your school is just beginning the process of becoming a welcoming environment for LGBT families or has already taken great strides to do so, continue to raise your expectations. Nearly every school could take further steps to become even more welcoming and inclusive of LGBT families. Help your school move to the next level.

Stocks soar; Dow rises almost 300 points

Optimism that European leaders will come up with a plan to stave off a Greek default drove shares higher on Wall Street Tuesday.

Just after midday, the Dow Jones industrial average was up almost 300 points, or about 2.5 percent. The broader S&P 500 gained about 2.5 percent.?If the Dow closes higher today, it would be its third straight day of gains.

Euro zone officials were considering a number of options to alleviate the building debt crisis there that has been pounding global financial markets. Last week, stocks, gold, silver and oil?tumbled amid worries that if Europe failed to keep Greece from defaulting on its debt, the ripple effect would hit next hit?Italy, Europe's third-largest economy, and slam banks in Europe and the U.S. who are exposed to?debt from Greece and Italy.

If that happened, it could push the world into a new recession that may be more extreme than the one that officially ended in the U.S. in 2009.

But nothing concrete has emerged yet from Europe and it was uncertain anything would.

"Nothing has drastically changed. We get conversations around how we can get out of this mess -- and those are good. We need those," Michael Sansoterra, portfolio manager of the RidgeWorth Large Cap Growth Fund, told Reuters.

"But we've yet to see any concrete action. Actions speak louder than words, so we'll flail about until we get some action."

Much depended on whether German Chancellor Angela Merkel could persuade lawmakers in her country to agree to?a leveraging up of a bailout fund for Europe that would allow it to raise more money to?stop Greece's woes from spreading elsewhere on the continent.

Most of Wall Street's focus was on Europe rather than issues at home. Investors largely ignored news that showed home prices in most big U.S. cities increased for a fourth straight month in July, and a?flat reading of September consumer confidence.

E-mail warns of bombs in Nigerian capital (Reuters)

ABUJA (Reuters) ? An email, saying it was sent by a Nigerian militant group based in the oil-producing Niger Delta, said on Wednesday it would bomb the capital Abuja on Independence Day on October 1.

The statement sent to media said it was from the Movement for the Emancipation of the Niger Delta (MEND), formerly Nigeria's main militant threat and responsible for years of attacks on the oil industry until a 2009 amnesty.

Several false threats purporting to be from MEND have been sent in the past and the group has regularly changed its email address. There have been no major MEND attacks since the amnesty and its former leader, Henry Okah, is on trial in South Africa for masterminding a bomb attack in Abuja last October 1.

"This e-mail address is Henry Okah's people who would like to be heard, especially at this time," said one security source, who doubted the threat.

The e-mail said MEND would put bombs near the capital's Eagle Square but according to the Ministry of Interior's program for independence anniversary events, there are no events due to happen at that venue on October 1.

A radical Islamist sect, Boko Haram, based in the remote northeast has rapidly overtaken Niger Delta militants as the major security threat in Nigeria. Boko Haram took responsibility for a suicide bomb at the U.N. headquarters in Abuja last month which killed 23 people.

A Guide to Choosing the Right School Program For Your Child

We are so fortunate to live in a country where we have so many educational programs to choose from for our children. However fortunate we are there?s no denying that so many programs can cause our heads to spin. As a parent of three grown boys, a home-school mom, charter school founder and now the CEO of a Colorado tutoring center, I?d like to offer some guidelines that may help make this process a little easier for you.

Before you get started choosing a school, apply these four components to your decision making process:

1.School Philosophy ? Is it traditional, progressive or other?2.School Achievement Record ? Information can be found at your State Department of Education website.3.Safety ? Information on a school?s safety record can be found at your State Department of Education website and through your local police department.4.Family Cohesiveness ? Will the program work for all family members and the family budget?

By applying these four components to your selection process you will be able to come to a decision that is not only best for your child but will ensure educational stability which is important for student achievement. I know from personal experience, kids do not like to move from school to school as it puts too much strain on their social experience.

You will find that all schools, even though they are supposed to be created equal, are not. Should you make a change, you may find the new school is teaching a new type of math that differs from your old school. This could put your child behind right when they arrive hindering your child?s progress and hurting their overall educational experience. Before you do anything, visit the school. Some schools require an appointment so you might want to call ahead and check. I also recommend visiting the classrooms. It?s a red flag if a school won?t let you observe a classroom. When a school doesn?t require an appointment and will let you observe a classroom that?s a real plus in my book.

You may not be aware of all the school choices you have available to you. I know from speaking with many or our tutoring families they are surprised to learn about the many options they have when choosing a school for their child. So let?s go over the main ones and keep in mind the area where you live may have other choices so visit your state?s Department of Education website to learn all about the different programs in your area. Listed below is a breakdown of school options using pros and cons. You can add your own pros and cons so it fits your personal needs.

Public Schools ? I am listing items that are generally offered at public schools. There will be some differences depending on your area. Of course, you may see a con that to you is a pro so it?s just a matter of opinion. If it fits with your philosophy and your family?s needs then that?s all that matters.

Pros:

1.Usually close to home.2.Most kids in the neighborhood will be going, so your child will know the students.3.May have buses to take your child to school.4.Before and after school care offered.5.School cafeteria (free school lunch in some areas).6.Generally speaking, public schools have better funding then charters and private schools.7.Extra-curricular activities available (band, sports, art, etc.).8.PTO support.9.Special education programs.10.Open enrollment programs in some districts which allows you to choose a school that fits your own educational philosophy.11.Some areas have a Track Calendar which allows for 3 week breaks during the year.12.Usually have up-to-date curriculum and technology (Generally speaking when compared to Charter Schools).

Cons:

1.One-size- fits-all teaching methods.2.Large class sizes.3.Over crowding.4.Long bus rides to school.5.Includes areas of study you may oppose.6.Student discipline issues due to over crowding.7.Teacher Tenure ? hard to remove ineffective teachers.8.Some areas have a Track Calendar but you can?t always have all siblings on the same track.9.Curriculum not as rigorous as you may like.10.Too much testing.

Charter Schools ? (Pubic schools that operate autonomously)

Pros:

1.Smaller class sizes.2.School uniforms.3.Operates autonomously from the school district.4.Many volunteer opportunities.5.Parent Council.6.A defined philosophy ? You will know if the school is more traditional or progressive. Some charters are designed to be delivered outdoors only. Charters tend to inform their parents of their expectations of you and your child so you will know if it?s a good match.7.Most charters have smaller school populations.8.Statistics are showing that charter schools out perform public schools after they have been established for 5 years or more. 9.These schools usually have a stricter code of conduct.10.Grading scale is usually more difficult.

Cons:

1.Limited enrollment and siblings may not get in.2.Sometimes there is a waiting list and it could take years for your child to be accepted.3.No bus service.4.Limited supplies and curriculum ? especially if a new charter.5.Many new charters won?t have cafeteria services for the first few years.6.Parent councils can operate poorly.7.Teacher continuity can take a few years.8.May not have before and after care.9.Your child may not see their neighborhood friends.10.These schools usually have stricter codes of conduct.11.Grading scale is usually more difficult.12.Won?t always be able to switch to another teacher if you don?t like the one your child has as most charters only have 2 classes per grade.13.Although it is mandatory, many charters will have limited Special Ed services.14. New charters often suffer growing pains. You?ll be expected to volunteer a lot and donate as much money and supplies as you can.

Home Schools ? Be sure to check with your Department of Education before you start a home school program. You usually are required to complete a form of notification and there are state guidelines and testing that must be followed as well.

Pros:

1.Freedom to choose your own curriculum and teaching methods.2.Set your own schedule and calendar. You can hold classes 3 days a week or 6 days, whichever you prefer. Along with choosing your own curriculum this has got to be the best part of homeschooling. NASA satellite crashes back to Earth

NASA's dead 6-ton satellite plunged to Earth early Saturday, but more than eight hours later, U.S. space officials didn't know just where it hit. They thought the fiery fall was largely over water and the debris probably hurt no one.

The agency did not give a more specific location in a midday update on its website, which also said officials were not aware of any reports of injuries or property damage. Most of the spacecraft was believed to have burned up.

The bus-sized satellite first penetrated Earth's atmosphere somewhere over the Pacific Ocean, according to NASA and the U.S. Air Force's Joint Space Operations Center. But that doesn't necessarily mean it all fell into the sea.

NASA's earlier calculations had predicted that the 20-year-old former climate research satellite would fall over a 500-mile swath and could include land.

Because the plummet began over the ocean and given the lack of any reports of people being hit, that "gives us a good feeling that no one was hurt," but officials didn't know for certain, NASA spokesman Steve Cole told The Associated Press.

The two government agencies said the 35-foot satellite fell sometime between 11:23 p.m. EDT Friday and 1:09 a.m. EDT Saturday, but with no precise time or location.

There was rampant speculation on the Internet and Twitter, much of it focusing on unconfirmed reports and even video of debris from the Upper Atmosphere Research Satellite over Alberta, Canada.

Jonathan McDowell of the Harvard-Smithsonian Center for Astrophysics said the spacecraft entered the atmosphere around 12:15 a.m. EDT over the coast of Washington. He said much of the debris likely fell over the Pacific Ocean, with some making it to Canada over northern Alberta and perhaps as far as the Hudson Bay.

"Pieces are falling off of this flaming fire ball, and some of it has enough momentum to go hundreds of miles," he said.

But McDowell said he'd be surprised if anyone was hurt by the debris because it appears to have fallen in such remote areas.

"I do think people saw lights in the sky and fireballs and may well be bits of UARS falling down," he said.

Cole said that was possible because the last track for the satellite included Canada, starting north of Seattle and then in a large arc north then south. From there, the track continued through the Atlantic south toward Africa, but it was unlikely the satellite got that far if it started falling over the Pacific.

Cole said NASA was hoping for more details from the Air Force, which was responsible for tracking debris.

But given where the satellite may have fallen, officials may never quite know precisely.

"Most space debris is in the ocean. It'll be hard to confirm," Cole said.

Some 26 pieces of the satellite representing 1,200 pounds of heavy metal had been expected to rain down somewhere. The biggest surviving chunk should be no more than 300 pounds.

UARS is the biggest NASA spacecraft to crash back to Earth, uncontrolled, since the post-Apollo 75-ton Skylab space station and the more than 10-ton Pegasus 2 satellite, both in 1979.

Russia's 135-ton Mir space station slammed through the atmosphere in 2001, but it was a controlled dive into the Pacific.

Before UARS fell, no one had ever been hit by falling space junk and NASA expected that not to change.

NASA put the chances that somebody somewhere on Earth would get hurt at 1-in-3,200. But any one person's odds of being struck were estimated at 1-in-22 trillion, given there are 7 billion people on the planet.

The satellite ran out of fuel and died in 2005. UARS was built and launched before NASA and other nations started new programs that prevent this type of uncontrolled crashes of satellite.

NEW YORK ? No labor deal, no training camps and no telling what else the NBA could lose.

The lockout is about to start inflicting damage on the preseason schedule ? and neither players nor owners can say what will happen to the real games.

The league will cancel training camps and some exhibition games Friday after failing to reach a new collective bargaining agreement with its players, a person with knowledge of the plans told The Associated Press on Thursday on condition of anonymity because the league had yet to announce its plans.

Training camps were expected to begin Oct. 3, and the exhibition openers were set for Oct. 9.

But the cancelations, first reported by Yahoo Sports, became unavoidable after another meeting between players and owners Thursday failed to end the lockout, which began July 1.

While providing no details of the meeting, Commissioner David Stern acknowledged that "the calendar is not our friend" when it comes to keeping the season intact.

Stern said he had "no announcement to make today" regarding any postponements or cancelations, but they became a certainty with no breakthrough Thursday. Talks are not expected to resume until next week.

The league is at about the same point as when it postponed camps in 1998, the only time it lost games to a work stoppage. The decision then came on Sept. 24 for camps that were set to begin Oct. 5.

The regular season is scheduled to open Nov. 1, with the NBA champion Dallas Mavericks hosting the Chicago Bulls in the first game. Though both sides repeatedly have said there is still time for a deal that would leave the regular season unaffected, neither would say so Thursday ? with union president Derek Fisher of the Lakers using nearly the same words as Stern about the coming weeks.

"I don't have control of that part of it, that would be more of a Commissioner Stern, Adam Silver question in terms of logistics of starting the season on time," Fisher said. "I'm not going to try and make a guess on that one. The calendar's obviously not our friend, but we're not going to give up on the process because of the time."

Asked again if he thought things were far enough along to still believe in a Nov. 1 start, Stern said: "I don't have any response to that. I just don't. I don't know the answer."

Stern celebrated his 69th birthday Thursday but didn't appear in a festive mood after meeting for about five hours with leaders from the union. He was joined by Silver, the deputy commissioner, Spurs owner Peter Holt, who leads the labor relations committee, and NBA senior vice president and deputy general counsel Dan Rube. Fisher, executive director Billy Hunter, attorney Ron Klempner and economist Kevin Murphy represented the union.

Those small groups had good talks in recent weeks, but things went poorly last Tuesday when they were rejoined by their full committees. Hunter said after that meeting that players planned to make a "significant" financial concession, only to find that owners refused to agree to their condition of leaving the current salary cap system as is.

Fisher said he didn't believe Thursday's talks, following a small meeting Wednesday that included Silver and staff members from both sides, moved the situation beyond where it was last week.

Stern said the owners' labor relations committee would talk Friday, and both sides said they hoped to meet again next week.

"We'll keep working at it until we figure this thing out, but right now there isn't anything to really report or say," Fisher said. "I don't have any answers to any questions, other than we'll keep working until we find some solutions."

S&P downgrade casts shadow over Italian government (AP)

MILAN ? Standard & Poor's cast more doubt over the stability of both Italy's government and its finances on Tuesday, when it downgraded its credit rating and cited political weakness as a key risk for the eurozone's third-largest economy.

The Italian government was quick to criticize the downgrade as politically motivated. It was not the first government to attack a rating agency for its decisions ? authorities in the U.S. and across the EU have done so, angered by what they consider a counterproductive move at a time when they were trying to contain worries about their sovereign debt.

But the S&P downgrade hit Italy at a particularly vulnerable moment. Investors now are less confident about its financial prospects than Spain's ? for decades viewed as the weaker economy ? and widely consider it to be the next most likely victim of the debt crisis.

"In our view, Italy's economic growth prospects are weakening and we expect that Italy's fragile governing coalition and policy differences within parliament will continue to limit the government's ability to respond decisively to domestic and external macroeconomic challenges," S&P said in its report.

The sensitivity of the issue was apparent in the rapid criticism the agency received for its surprise downgrade of Italian sovereign bonds to A from A+.

The Italian government accused the agency of being more influenced by newspaper reports critical of the government than the reality of a euro54 billion ($70 billion) austerity measures approved last week that aim to balance the budget by 2013.

"The evaluation by the ratings agency seems to be dictated more by behind-the-scenes reports in daily newspapers than reality and appear to be tainted by political considerations," the government said in a statement.

S&P responded with a terse five-line statement saying sovereign debt ratings are "apolitical."

Markets, which were buoyed by hopes that Greece will not be allowed to default, took the events in stride and stocks in Milan closed higher. But the downgrade is likely to reinforce fears that Italy is getting sucked into Europe's debt crisis.

Italy's debt burden is the second highest in the eurozone after Greece. It has carried heavy debts successfully for years because bond investors have always been willing to loan more money as bonds came due.

But bond markets began to look more skeptically at Italy after Greece, Ireland and Portugal needed bailouts and the government has had to pay more to borrow as a result.

S&P said Berlusconi's "fragile" coalition and the political deadlocks that have blocked reforms were a risk.

The agency's managing director, Moritz Kraemer, told investors on a conference call that the rating could be cut again in 12 to 18 months if Italy's debt rises above its current level of around 120 percent of GDP ? one of the highest among the countries rated by S&P's.

The downgrade was precipitated on significantly lower growth forecasts ? down to an average of 0.7 percent annually between now and 2014 from a projection of 1.3 percent made in May. S&P also expects lower exports, domestic consumption and investment during the period.

Unicredit economists said the S&P's moribund growth forecasts for Italy were largely in line with their own, but disagreed with the agency's assumption that the austerity package will be ineffectual.

"While we have repeatedly argued that much bolder action is needed on the growth if Italy wants to win back market (and rating agencies') confidence, we do not share the view that the recently approved measures to simplify the public administration, increase labour market flexibility and push forward privatizations and service sector liberalization will have zero impact on medium-term GDP prospects," analysts Chiara Corsa and Loredana Federico said in a note.

An important element of the S&P decision was the lack of determined political response to the growing debt crisis. S&P cited the fact that the government, under market pressure, twice expanded the austerity measures and that there was an apparent lack of bipartisan will to fix Italy's economic woes.

While Spain managed to create bipartisan support for a constitutional amendment setting a debt ceiling, there has been no similar commitment in Italy, Kraemer said, noting dissent even within Berlusconi's governing coalition.

The markets have also noted the differences. In recent weeks, Italian borrowing rates have edged higher than Spain's. The benchmark bond yield was at 5.67 percent on Tuesday, compared with 5.35 percent in Spain.

Kraemer also said the Italian election cycle does not guarantee that the promised austerity measures will be kept. Berlusconi's mandate ends in 2013, but his main coalition partner Umberto Bossi has recently indicated he is not sure the majority can hold that long.

In addition, many of the austerity measures count on new revenue, and not the kind of structural reform that will promote growth, Kraemer said.

"We consider that the political situation lends itself more easily to a situation of gridlock and delayed policy response than in other countries where the funding costs have gone up," he said.

Despite the downbeat assessment, he said it was unlikely that a country with an A rating would be unable to fund its debt needs ? as has been the case with Greece. Italy currently carries a public debt of euro1.9 trillion ($2.6 trillion), a portion of which must be refunded each year through the sale of government bonds.

As borrowing costs rise, so does the cost of carrying that debt. If costs go too high, the risks is a government would default. An Italian default would be a devastating event with wide-ranging ramifications that policymakers want to avoid.

In a press statement, the network announced that only Ramona Singer, Sonja Morgan and LuAnn DeLesseps would be returning for season 5 of the popular reality show.

"We've had a fabulous run with all the ladies and appreciate them sharing their lives with our viewers," said a Bravo spokesperson. "It is a friendly departure among the other ladies and we continue to have on-going discussions with them."

What's next, then, for the axed cast members -- two of whom have been with the show since the first season in 2008? And was their departure really as "friendly" as Bravo claims?

McCord and her husband, Simon Van Kempen, don't seem to be happy campers.

"Alex and I are sad that it's come to this," Simon told the Hollywood Reporter. "We had a great four years. We don't intend for this to be the final time you'll see us on television. Everything happens for a reason. We are not happy, we're not sad. It is what it is."

Alex, 37, writes on Twitter that the couple is leaving the show "sadly but amicably." But they couldn't resist a few final digs: Alex points out that she has the highest Klout rating (a measure of social media influence) of any New York housewife, while Simon draws attention to a fan campaign to get Alex back on the show. Simon also hints that they might make a play for their own Bravo show, a la Bethenny Frankel.

"I think even Bravo is surprised by how much support Alex has had. It didn't change their opinion or didn't change their decision. And it might not be the end of seeing us on Housewives. It might not be the end of seeing us on Bravo," writes the "I Am Real" singer. "We don't know that yet either. There's a lot to be discussed in the upcoming weeks."

Cindy Barshop tweets that she left the show on "great terms," and tells the Hollywood Reporter that she's just grateful for the experience.

"It allowed me to get my brand, Completely Bare, out nationally," says the entrepreneur. "So, on the business side it was beneficial. On the personal side, I'm able to help charities more now. If I'm hosting a charity, it actually brings people in. I can make a bigger difference now than I was able to before."

Jill Zarin, 47, has announced that she'll be releasing a statement on Monday. Meanwhile, her rep says that she will soon be "announcing some very exciting new projects." And oddly enough, Millionaire Matchmaker star Patti Stanger has declared that Zarin left the show willingly because the two of them are "doing something together." Intriguing!

Kelly Bensimon, 43, has yet to speak out about the change. But all four women are busy working outside of the show: Zarin has her shapewear line, Barshop her hair removal spa brand, Bensimon has her jewelry and fashion endeavors, and McCord and Van Kempen have a new bedding and bath business, Aluxe Home.

Navy officer, partner wed in Vt. as ban ends

When Navy Lt. Gary Ross and his partner were searching for a place to get married, they settled on a site in Vermont, in part because the state is in the Eastern time zone.

Ross, 33, and Dan Swezy, a 49-year-old civilian, traveled from their home in Tucson, Ariz., so they could get married in Vermont, the first state to allow gays to enter into civil unions and one of six that have legalized same-sex marriage.

Ross wore his dress uniform for the ceremony beginning at 11:45 p.m. Monday at Duxbury's Moose Meadow Lodge, a log cabin bed-and-breakfast perched on a hillside about 15 miles northwest of Montpelier.

The lodge says it hosted the state's first gay wedding in 2009.

Justice of the Peace Greg Trulson proclaimed the marriage at exactly midnight.

"This is Gary's official coming out," Trulson said.

Ross and Swezy were joined by a small group of close friends and some family who shared champagne with them after the ceremony.

Last week, the Pentagon said 97 percent of the military has undergone training in the new law.

In preparation for Tuesday's repeal, all branches of the military have spent several months updating regulations. Lifting the ban also brings a halt to all pending investigations, discharges and other proceedings that were begun under the old law.

President Barack Obama signed the law last December and in July certified that lifting the ban will not diminish the military's ability to fight. Some in Congress remain opposed to repeal, arguing that it may undermine order and discipline.

Existing standards of personal conduct, such as those pertaining to public displays of affection, will continue regardless of sexual orientation.

There will be no immediate changes to eligibility for military benefits. All service members are already entitled to certain benefits, such as designating a partner as a life insurance beneficiary or as a caregiver in the Wounded Warrior program. But Swezy won't receive military health insurance or access to a support group when Ross is at sea.

Gay marriage is an even thornier issue. A Navy proposal to train chaplains to conduct same-sex civil unions in states where they are legal was shelved earlier this year after more than five dozen lawmakers objected. The Pentagon is reviewing the issue.

Ross, a 2002 graduate of the Naval Academy, is a surface warfare officer at the Army's Fort Huachuca. He expects to return to sea next spring.

He met Swezy in early 2000 while Ross was still an academy student. At the time, he didn't think through the personal implications of the military's ban on gay and lesbian service members serving openly. But as his relationship with Swezy grew, it became important.

Their Tucson home is about a two-hour commute from Fort Huachuca, which is near the Mexican border. Under "don't ask, don't tell," Ross could not talk about his relationship with Swezy, but he said some of his co-workers must have known.

"Anyone with any moderate perception could have figured it out," he said.

'You can't be honest'
When he goes back to work Thursday, Ross isn't planning to advertise that he's married to a man.

"Even though the law goes away, it will still be the white elephant in the room until everyone comes to terms with it," he said.

Ross said the end of "don't ask, don't tell" will simplify many aspects of his life.

"It requires you to lie several times a day," Ross said of the old system. "Being in the military is extremely invasive. It becomes a web of excuses you make when you try to be as honest as possible but you can't be honest."

He hopes being able to talk about his relationship will make his work easier, too.

"If you're standing watch at midnight on a surface ship there's not much to talk about," he said. "It becomes very difficult to trust someone you can't be honest with."
