China's Strong Foreign Money Flow Challenges Experts' Take on Real ...
Is all this talk by international experts about China's bloated real estate market just talk -- and not reality?
Business China, an online publication with satellite offices in Guangzhou, Shanghai and Beijing, raises that question - especially after noting a continuing heavy inflow of foreign capital into China's real estate markets.
Business China reports foreign capital actually used in May rose 13.43% year-on-year to $9.23 billion and foreign investments in real estate surged 57.3% y-o-y in the first 5 months to RMB 26.6 billion, according to Ministry of Commerce data.
That compares with only a 4.6% growth in domestic bank loans for the same 5-month period, which totaled RMB 580.3 billion, according to the official data.
Chinese developers received 39% of their funding from foreign investment in the first quarter of this year, compared to 25% for full-2010. Funds from bank loans dropped to 37% of total funding in Q1, according to the China Securities Journal, which cited data from E-Commercial China, a leading domestic provider of commercial real estate services.
At least $3 billion worth of financing from overseas markets made its way to Chinese developers in the January-March period, the China Securities Journal reported on Thursday, without giving the source of the data.
According to a recent report by CB Richard Ellis, foreign funds (including Hong Kong and Macao) accounted for RMB 44 billion of the RMB 92 billion spent on acquisitions in the domestic property sector last year, up 94% from 2009.
About 23% of last year's foreign investment in China went into the real estate market, the State Administration of Foreign Exchange said in its 2010 annual report released last week.
Business China notes the Chinese property market "has been hit with a series of downgrades by foreign financial services firms in the past couple of months."
In April, credit rating firm Moody's said in a report that property developers accounted for 60% of the Chinese companies whose outlook was cut to "negative" in Q1, and that China's residential home sales could drop by 30% on the housing curbs currently taking effect in China's top-level cities.
Two weeks ago, Standard & Poor's cut the outlook of Chinese developers to "negative" from "stable" on concerns that tightened credit and continuing government property measures would cause a 10% drop in new home prices in the following months of this year.
S&P also said further rating downgrades would occur in the next year if the trend continues.
U.S. investment bank Morgan Stanley sided with the credit rating companies, saying in a report that it expects home prices in China's key cities to "further decline" in Q3.
Jim Chanos, the U.S. hedge fund manager who predicted Enron Corp.'s collapse in 2001, previously stated a housing crash will take place in China at some undetermined point.
Business China reports that for some local market watchers, the supposedly negative picture of China's property market being painted by international financial firms during the growing inbound rush of foreign capital, says a lot about those institutions' real intentions."
"Sending a false alarm is an old trick played by foreign institutions. What they really want is domestic investors and speculators to panic and cash out of the market, and when property prices plummet, they will step in instead," the China Securities Journal quoted an unnamed economist from Fudan University as saying.
In 2002, foreign institutions had repeatedly predicted a financial crisis would happen due to China's banking system, but at the same time foreign banks spared no efforts to enter the Chinese banking sector as strategic investors, the China Securities Journal, an official newspaper, said.
Morgan Stanley, which in 2004 said China's property market was filled with bubbles, "ventured out to snap up properties in Shanghai and Beijing at the same time its economists voiced concerns over the property sector," Business China reports.

New Mexico wildfires about three miles from Los Alamos nuclear lab
New Mexico wildfires are near the boundaries of the 23,000-acre Los Alamos National Laboratory, which holds some low-level radioactive material in an above-ground storage facility about three miles from the flames.
Firefighters battling the 70,000-acre Las Conchas fire south and west of Los Alamos, N.M., may get modest help from the weather Wednesday night.
Skip to next paragraphHumidity levels, currently hovering around 18 percent, are expected to rise somewhat Wednesday night, raising hopes that the fire's advance may slow slightly.
A slowdown would be welcome. The last intense fire the area experienced was in 2000 ? a blaze that took two weeks to cover 48,000 acres. The Las Conchas fire hit the 48,000-acre mark in 30 hours.
So far, fire officials report that the blaze, well into its third day, has destroyed about a dozen homes in Los Alamos County. As of noon local time, officials said the fire had not yet reached the Los Alamos National Laboratory ? a 23,000-acre complex that sprawls across several narrow mesas and canyons some 25 miles northwest of Santa Fe.
A one-acre spot fire broke out in a remote location along the lab's southern border on Monday, but was quickly doused.
The Las Conchas blaze, whose cause is still under investigation, is about 3 percent contained, according to Los Alamos fire chief Douglas Tucker.
Firefighters are focusing much of their attention on lines of burning forest that are closing in from the west and from the south.
Firefighters have been setting controlled fires ahead of the Las Conchas fire's front, to deprive the blaze of fuel should it continue to approach the lab. And they are poised to attack spot fires that can pop up anywhere from half a mile to a mile ahead of the main front.
Of special concern is a location dubbed Area G, which hosts roughly 20,000 steel drums filled with so-called transuranic waste ? low-level waste ranging from contaminated log books and papers to tools and gloves used by workers at the nuclear-weapons lab. The above-ground site at Area G is a holding pen for material that is scheduled to be shipped to a low-level-waste dump in southern New Mexico.
"There are no ingots of plutonium there," says Terry Wallace, and the lab's principal associate director for science, technology, and engineering.
The nearest section of wildfire is just over three miles away from the waste site. Still, workers have cleared brush and other fuels from a large ? and growing ? stretch of land around the site, in case the situation worsens.
In recent days, some 350 firefighters have been attacking the blaze. That number is expected to mushroom to around 1,000 firefighters by the end of Wednesday as more crews arrive.
The US Environmental Protection Agency has provided a flying lab to monitor air samples. Of keen interest is whether the fire could liberate radioactive particles, trapped in soil or taken up by vegetation during the lab's early days, and sweep the particles up in smoke plumes.
In addition to the EPA's flying lab, Los Alamos scientists have a network of more than 60 monitoring devices in the region, several of which were added during the fire, to track air quality and any unexpected changes in radiation levels.
So far, "what we see in this fire is exactly what we see in any fire across New Mexico," says lab director Charles McMillan, whose team of Los Alamos scientists performed preliminary analysis on smoky air specimens Tuesday night. "There is no additional material in the samples from lab activities or from our waste-management activities."
While no evidence has yet emerged for smoke-borne radiation releases from lab activities during this fire, past research at the lab has shown that intense fires can liberate radioactive particles associated with the decay of naturally occurring radon gas.
Following the Cerro Grande fire in 2000, Los Alamos scientists detected elevated levels of this naturally-occurring radiation. The team estimated that the added radiation exposure amounted to something akin to the dose a passenger receives on one airline flight.
Because public interest has centered on potential radiation releases from the lab's activities, the analysis focused on isotopes one might expect to see from lab-related work.
More-detailed analyses, which would include a hunt for increased radiation levels from natural sources, are likely to come later, lab researchers say.

New study suggests race might not influence life-sustaining ...
Sophisticated simulation techniques typically used for medical training could provide a powerful way of examining interactions between physicians and patients to reveal, for example, how race and other factors influence decision-making, said University of Pittsburgh School of Medicine researchers. In a study published in this month?s Critical Care Medicine, they found that hospital-based physicians did not treat black and white mock patients differently in an intensive care scenario, but they overestimated the preference for life-sustaining intervention in both groups and among blacks in particular.
Previous research has shown that compared to white patients, black patients with late-stage cancer are more likely to be admitted to an intensive care unit (ICU) and to receive life-sustaining interventions such as dialysis or breathing support by a ventilator, said lead investigator Amber E. Barnato, M.D., associate professor of medicine.
Also, research suggests that black patients are more likely to prefer aggressive life-sustaining treatment.
?For our study, we examined whether physician decision-making was influenced by patient race to play a role in creating these differences,? she explained. ?unlike previous research efforts in which physicians sat in a booth and asked questions that prompt videotaped patient responses, we used extensively trained actors to portray patients in mock triage setting, which we believe is more likely to capture what happens in the real world.?
Conducted at the Peter M. Winter Institute for Simulation Education and Research (WISER) at Pitt, the scenario mimicked the triage environment and time pressure in which decisions about ICU admission and intubation are typically made. The researchers simulated a scenario in which a black or white patient with either end-stage gastric or pancreatic cancer experienced dangerously low blood pressure or oxygen levels. Then they assessed how doctors dealt with it medically and surveyed them about their perceptions of patient preferences.
Of the 33 physicians who participated, 12 were emergency room doctors, eight were hospitalists and 13 were intensivists. each participated in an encounter with one black and one white patient, and did not know the study was examining the influence of race on decision-making.
Four black and four white actors playing patients and family caregivers were trained to give certain answers in response to anticipated physician questions about the medical problem: if asked, they would reveal that they knew the tumor to be widespread; the treating oncologist said they were too weak to receive chemotherapy and that death could happen within six months; and they didn?t want to be admitted into an ICU, be on a ventilator or be resuscitated. The patient?s chart provided neither prognostic or treatment information, nor an advance care plan.
The researchers found no treatment decision differences regarding administration of opiate pain killers, a trial of noninvasive mechanical ventilation, elicitation of intubation preferences, chart documentation of preferences, ICU admission, intubation, comfort measures only and palliative care consultation.
Surveys showed that the physician participants believed that a black patient with late-stage pancreatic cancer was more likely than a similar white patient to prefer potentially life-prolonging chemotherapy over palliative care, to want breathing support via a ventilator to extend life by one week, and less likely to want a ?do not resuscitate? order if hospitalized.
?these findings could mean that in this setting, physician beliefs about patient preferences did not change their treatment decisions,? Dr. Barnato said. ?It?s also possible that there were no differences because this scenario isolated race from other social and cultural variables, such as socioeconomic status, religiosity, trust and level of advanced care planning, that may influence physician behavior.?
Future research will explore the interaction of race and those variables in end-of-life decision-making.
?The challenge is to find a way to use simulation with larger numbers of participants,? Dr. Barnato noted. ?If we can do that, we could gain invaluable insight into the dynamic between doctors and patients.?

Lagarde's selection marks a break with IMF's past (AP)
WASHINGTON ? During her interview for the top job at the International Monetary Fund last week, Christine Lagarde noticed a striking pattern.
All the questions came from men.
"There was not one single woman," the French Finance Minister said Tuesday on French television.
Now there is.
On Tuesday, the IMF's 24-member board decided she should become the first woman to lead the global lending organization, which is recovering from a sex scandal involving the man she'll replace.
When she begins a five-year term next week, Lagarde will take charge of a melting pot of international elites ? one that was known for male-dominated clubbiness well before the scandal involving Dominique Strauss-Kahn, her predecessor.
In her remarks to French television, she spoke to the cultural shift her selection represents.
"While I was being questioned for three hours by 24 men, I thought, `It's good that things are changing a little,'" she said.
Not everything will change. Lagarde will become the 11th European to lead the IMF, extending a streak that began with the organization's creation in 1945. Among the challenges that await her, she must prod fellow Europeans to take painful steps to prevent a default by Greece.
She'll also face pressure from developing nations that want a greater voice at the IMF.
"I am deeply honored by the trust placed in me," Lagarde said in a statement in Paris after the vote.
Should Lagarde, 55, succeed in changing the IMF's culture, it may have less to do with her gender than with her experience in corporate America.
Before she entered politics in 2005, Lagarde led the Chicago-based international law firm Baker & McKenzie for five years. American management tends to be less tolerant of sexual scandals and more likely to educate its staff on reporting harassment. At the IMF, Lagarde is likely to stress accountability and establish channels for reporting workplace grievances.
Her selection became all but assured once the Obama administration endorsed her earlier Tuesday. She had also won support from Europe, China and Russia. Mexico's Agustin Carstens challenged her, but his candidacy never caught fire.
Lagarde said her first priority is to unify the IMF's staff of 2,500 employees and 800 economists and restore their confidence in the organization.
She also said she wants to meet with Strauss-Kahn, if permitted by the U.S. government. Strauss-Kahn resigned last month after being charged with sexually assaulting a New York City hotel housekeeper. He has denied the charges.
"I want to have a long talk with him, because a successor should talk with their predecessor," Lagarde said in the interview on French television channel TF1. "I can learn things from what he has to say about the IMF and its teams."
Lagarde, the first IMF leader who isn't an economist, will be expected most urgently to help stabilize Europe's debt crisis.
"This will put her in the position to work more closely with her European counterparts and push them if needed," said Domenico Lombardi, a senior fellow at the Brookings Institution and a former member of the IMF's board.
Lagarde probably won't have much impact on the next round of aid likely to be provided to Greece, which is being negotiated, analysts said. But eventually, European leaders and the IMF will be forced to forge a permanent solution to Greece's crisis. That could happen next year, said Michael Mussa, a senior fellow at the Peterson Institute for International Economics.
It's likely to involve restructuring some of Greece's debt, which means European banks and governments would likely suffer losses, he said. That will test Lagarde's political and negotiating skills.
Lagarde helped lead negotiations for a bailout package last year that combined European Union and IMF funds in a pool for highly indebted European countries. Some experts say Europe's leaders have been too timid in responding to the crisis and have been discredited by their failure to solve it for good.
"Everyone's credibility was damaged by advancing a plan that was not viable from the get-go," said Barry Eichengreen, an economics professor at University of California, Berkeley.
Lagarde moved to address that criticism last week when she met with the IMF's board. She told the board there was "no room for benevolence when tough choices must be made, and there is no option that does not start with difficult but necessary adjustments by the Greek authorities."
A default by Greece would reverberate well beyond Europe. Such dangers help explain why even some developing countries, like China, backed Lagarde, Lombardi said. China owns billions in euro-dominated bonds. It has no interest in seeing Europe's debt crisis worsen.
Under an informal arrangement dating to the end of World War II, a European has always led the IMF and an American has run its sister organization, the World Bank.
Lagarde is expected to appoint a Chinese official, Zhu Min, to a top deputy position, Lombardi said. The United States will likely keep the No. 2 spot. It was held by John Lipsky, who will leave the IMF in August.
She also will be expected to boost morale among the staff after the Strauss-Kahn scandal. Strauss-Kahn was also reprimanded in 2008 for having an affair with a subordinate, though he faced no disciplinary action.
Lagarde's support for gender equality might help her put her stamp on the organization, said Susan Schadler, a former IMF deputy director who is a senior fellow at the Centre for International Governance Innovation.
"The IMF's culture is no different than any institution in the financial sector: It's dominated by men," Schadler said. "But I would imagine she would be a good influence and improve the environment."
Analysts say the IMF's culture is evolving, however gradually. Lagarde's appointment puts two women in key roles. In April, Nemat Shafik, an Egyptian economist, was named a top deputy.
Shafik said last month that the IMF wants 25 percent to 30 percent of its management positions to be held by women by 2014, Shafik said.
Other analysts noted that as a European and a woman, Lagarde is both a conventional and a bold choice to lead the IMF. Like her predecessor, she represents the French elite. But as the first woman to lead the organization, she represents a break with history.
"She's the old guard and the new guard," said David Bosco, an assistant professor of international politics at American University.

Hi! I am not a rodeo expert, but I do know that in rodeo they do barrel racing, pole bending, calf-roping, team penning. It all looks so exciting! I would be willing to give it a shot, but I do not have the resources. Good luck and have fun!

Home Schooling has always been popular, but for a short time in our history we have heard not much has changed everything, like home schooling is definitely back in vogue. The No Child Behind Act, established under the Bush administration, with the help of former Senator Edward Kennedy left was taken out of frustration, because the guys were actually graduating from high school, but they could not read or write. This is of course not acceptable, andsomething must be done.
But the challenges and problems are systemic, and many parents want no part of our public school system, some say it is a dangerous place for children because of gangs, drugs, violence, others say it is a great event nanny for the taxpayer cost . No matter where you are also aware that we are fulfilling our educational challenges in this great nation. Perhaps this is why you are looking for alternatives,something that works.
Well, I was a great book to recommend a couple of years, read, and I read everything and was curious as to what I so much that I recommended it, all I learned in the issue of education meets thoughts. I'm also in the reading room, the think tanks such as the Internet. The name of the book;

Marquardt off UFC on Versus 4 and cut from UFC
PITTSBURGH -- A representative for Nate Marquardt announced that the fighter was not medically cleared for his UFC on Versus 4 bout against Rick Story. The representative would not disclose the reasons for Marquardt's lack of clearance.
Charlie Brenneman, who was supposed to fight T.J. Grant on this card until he pulled out with illness earlier this week, will now face Rick Story. Pat Barry's bout with Cheick Kongo has been promoted to the main event.
UPDATE: According to this video from UFC president Dana White, Marquardt is not just off the card, but is also cut from the UFC. The UFC VP of regulatory affairs Marc Ratner would not comment on the situation but said that the Pennsylvania athletic commission will release a statement.
Marquardt had been with the UFC since 2005. As one of the first fighters to find success with Greg Jackson, the highly touted MMA trainer, Marquardt went 10-4. He fought for the UFC middleweight title in 2007, but was TKOed by Anderson Silva.
This weekend, he was cutting down to welterweight for the first time as a UFC fighter, and mentioned often how natural the cut felt and that he was more energetic than ever before. The news that he was not fighting surprised the crowd gathered at Heinz Field to watch the weigh-ins, who were given the news via a statement read by UFC commentator Joe Rogan.
Brenneman, a native of western Pennsylvania, was already in shape for his bout with Grant. He gleefully took the scales wearing a Steelers hard hat and made weight with no problem. Now, he will take on Story, who is on one of the UFC's longest win streaks. His six wins in a row put him just behind champions Georges St. Pierre and Anderson Silva.
Story took the bout on short notice, after Anthony Johnson withdrew because of an injury. Story's last bout was less than a month ago, as he won a decision over Thiago Alves at UFC 130.
